Abdullah had courted controversy with his remarks "PoK belongs to Pakistan".
The court was hearing a plea filed by Delhi-based Maulana Ansar Raza, who claims to be a social activist, seeking "immediate investigation" and "arrest" of the Srinagar MP.
Sukesh Khajuria alleged that Abdullah's statement and Kapoor's tweet were "inciting violence" and "public disorder" and fell under the ambit of section 124-A of the RPC.
Stressing that the only "point of debate" is retrieving Pakistan occupied Kashmir (PoK), Union minister Jitendra Singh said.
The police are questioning the trio to collect more information about their activities and whether they were in touch with the IS handlers online.
Memorandum said "if you are a true well-wisher of people of the former Princely State of Jammu & Kashmir, then please stop export of extremism, terrorism."
